AKC News

AKC has a new program to recognize owner-handlers through the owner-handler series. The top 10 owner-handled dogs in each breed will be invited to the AKC/Eukanuba National at the end of the year. Information about the series is on the website at http://classic.akc.org/ohs/index.cfm. Several Ohio cubs are participating in the series, including Fort St. Clair KC and Warren County KC

AKC honors canine heroes with new urban search and rescue titles.

These bills affecting dogs and dog owners are pending in the 2013-14 session of the Legislature

SB 50 allows county auditors to issue multi-year dog licenses and to use Quick Response codes on license tags. See SB 50.

HB 57 requires county humane agents to present proof that they have completed mandated training in animal husbandry and cruelty law enforcement. See HB 57. HB 57 is a repeat of a bill that failed in 2012.

HB 90 gives prosecutors the discretion to charge some breeders with a felony in cases of serious violations of animal cruelty law. It originally applied only to breeding kennels but an amendment to include boarding, training, and rescue kennels will be proposed April 30.

The following bills affecting dogs and dog owners were passed during the 2011-2012 legislative sesstion

HB 14, a bill to strike breed specific language from Ohio law to delete breed-specific provision in state law and update the animal control law passed the Legislature was signed by Governor Kasich.

 

SB 130, a kennel licensing bill that regulates large commercial kennels, has some provisions that affect hobby breeders and rescues. The bill passed the House and Senate and went to the governor for his signature on November 27. The Ohio Department of Agriculture will write, administer, and enforce the standards required by the bill.

The following bill did not pass both houses of the legislature. It could be reintroduced in the 2013-2014 legislative session under a different number.

HB 25 allowed courts to order counseling for juveniles convicted of animal cruelty, includes family pets in domestic violence protection orders, and raised the penalty for cruelty to farm animals. HB 25 was introduced by Butler County Representative Courtney Combs. The bill is at http://www.legislature.state.oh.us/bills.cfm?ID=129_HB_25.
